Thats exactly the issue (cheap labour) they have addressed in their recent strategies MedV. In 2013 they opened a new foundry in China and in 2015 they will commission a foundry in India they just purchased. They are closing in 2015 their high cost foundaries in Adelaide, Welshpool and Chehails (USA). This will significantly lower their cost base utilising cheaper labour in China and India.
