I believe there is good and bad in all announcements Today. But one thing is still remain the same which is US Patented Tech brainchip has. Company mostly doing business/ Contract in USA. IMO there must be something in progress in USA like if any contract for US government or Army, They want first advantage and might want to keep it secret hence it would be condition for brainchip to be in USA or it is better to be in USA. It could be legal advantage who knows...
