Sounds like the vendor is having issues delivering the rights but is still attempting to, so in response we've frozen works on the tenements.

No chance imo. Something doesnt seem quite right. Binding term sheet signed and the family who has been mining for 50 years, wont hand over the mineral rights. Why? Should take legal action. What's the point of signing a binding agreement and then doing nothing about it once you have been shafted?
