IMO plenty of time for the construction tender, the reason they've broken it into 2 stages is because they only need US$5.5m to get it underway with stage 1. Stage 2 would start 2 months later. If the mob doing stage 1 do a good job I'd say they'd be considered for the stage 2 award, no hurry to award stage 2, see how they perform.

They say 2 weeks to mobilise for stage 1, so they really need at least the $10m capex shortfall to be in place by mid July, the remainder of the funding would be needed 2 months later.
