Usually objections by underlying tenure holders aren't done to cause grief but to ensure that the applicant listens to their concerns e.g. to ensure that access to a place is maintained or that roads are maintained properly and usually a compromise is reached. If it is actually a vexacious or a frivolous objection then then Warden will sort it out. If they intend to cross the railway (a fair bet) then they'll have to deal with ARTC which is always time consuming.
