It appears to be trading in a very similar manner to the 8.5c placement shares, a price it did a lot of work at. The placement came with 1 option (exercisable at 13c) for every 2 new shares, thus a bit of selling at this level for free carry. Once those that want to implement that strategy are finished, the offers side should thin out substantially.
