They must be sifting through the applicants and only selecting the ones who have the greatest chance of success. Maybe that's why it's taking so long. Suppose there's no point in selecting a canine to participate if they're too far gone for any chance of 'success'. I would assume that the company would want to put their best case to ensure Elanco takes up their option.
