The manual isn't a simple "manual". It is the output of a significant cross functional effort from all experts which includes numerous risk management activities and considerations of regulations over thousands of hours of expert time. It should never be second guessed from day-to-day operating engineers. Very arrogant and dumb thing to do.
sorry above is my own opinion from working in industry, but pretty much the basis of the judgment as far as I can see up to now.
