Could Trump's export controls have been a brake on the despatching of the tapeout to TSMC? I don't know the answer as it relates to the most recent Trump directives, but in a former life placing software around the globe, Taiwan was not on any proscribed list.

Otherwise I think this "relief rally", if I can call it that, is likely more about the removal of constraints for the sale of IP to that ubiquitous Chinese cell phone manufacturer.
@McHale, yesterday I expressed some cynicism about the basis of the rally. If it is sustained today, then it might be time to start looking North for some IP action?
