As far as I'm aware whether its RC or diamond drilling, these days the driller is able to measure the pretty closely the degree and direction of any deviation while drilling so it should be known and incorporated into the results or attempts made to correct the drill while drilling.
And how can they possibly mess up the collar location with GPS? They aren't using a chart with compass and sextant.
Either way something is odd about all of this
