    In theory yes, in practicality, a bit different. If the drillers have stainless steel leading rods in the RC configuration, otherwise you have accurate dips readings but Azi readings all over the shop, ground magnetism can effect the azimuth component of downhole survey instruments based on north seeking compass internals. the stainless steel rods are expensive and not every drilling company has them available. You are correct - every diamond drill contractor would have down-hole survey cameras for the diamond drilling. Sometimes survey cameras can drop out of calibration or give erroneous readings if they are dropped or suffer unexpected shocks.

    Collar location yes - GPS's but humans are not infallible, spreadsheets can have typos's in location and bearings and GPS units can revert to unexpected co-ordinate systems or datums. All typical human errors.

    I agree with you - something peculiar going on here, most likely some sort of unintentional mistake or missing piece of info.
