my thinking would be that initial purchase is not about the revenue which would be negligible in the immediate.
this is about getting a foot in the door to bid for wireless telecommunications (5G..) tenders with the big telcos. the BSA contractors are capable of carrying out the work (if I am not mistaken) so having Catalyst bid with the full weight of BSA gives them scalability.
one decent contract win and BSA is away...
