OK, lets take that argument. That the company has $25m or so less in cash since 2023. What has the cash been spent on? It has been spent on R&D, trials for approvals, expansion into new markets like India and factory facilities to expand the production capacity by over 5x. Tjhat's why they raised the capital, for that purpose. Having cash in the bank that doesn't increase the capacity to generate future revenue growth is wasted cash. They might as well re-distribute it back to the shareholders, about 4c for each share.
But what if the CEO had simply burned the cash ($25m) in his office in a waste paper bin, and now the BoD decided to replace it. $25m/$1.70 is around 15m new shares to issue. That would result in dilution of around 2%.
It doesn't make any sense for that to be the reason that the share price could be driven down from over $2 to just $0.96...
