I can understand why you might interpret it that way, but he doesn’t say the vehicle was designed to contain CBD. He says the vehicle was designed to deliver a low dose of CBD. The key word is ‘deliver’, not ‘contain’. After all, that is what the vehicle does: deliver. He clearly says before that that the vehicle doesn’t (shouldn’t) contain any of the active drug. Did some CBD get into the vehicle? That is a thought to entertain, but he is not saying that.
