I think "build a token factory in yank land" is not a great idea. Now more than ever they should be prioritising the China market over USA.
Growth in BUB's China sales will naturally overtake USA very soon anyway, so that is where any capital expenditure should be targeting, particularly looking at possibility of trying again for SAMR approval.
