Why don't you give the Dampier Port Authority a call and ask if it has a Cape Preston port under its Authority. Simple. Its on public record. I called them and the answer was NO!
I haven't looked at the road yet but reading about Mr Palmer I doubt any matter is ever ended.
But if you know it all don't do anything.
