There are long lead well items in the drilling process too. Remember, B10 was always going to be designed as a production well, hence the 'detailed well design'. As for the shore base, this is always required for a drilling operation. You need a contracted shore base to mobilise from, store the drill strings, mix and load out mud, do bunkering etc. etc. I wouldn't read too much into this.
