The closest holes for Phase 3 (shown in red) are just as close as the closest ones in Phase 1 and 2 (shown in black). They're also on the north side of Hakamwe, which is where the hydrologists say the aquifer feeding the springs is located. Stop making stuff up.
It's also notable that the proposed well in the first planning document was actually one of the Phase 2 drill holes, which was capped differently so it could be used for that purpose. If they didn't encounter any water, why did they think they could turn it into a well?
