Exactly. Dividends are given out when a company doesn't have projects to give a IRR relevant to the company. If you can geerate greater shareholder value shareholders prefer capital gains. When it matures then it will set some funds for projects and excess as Dividends but I don't expect that for another 5 years at the earliest.
