historically, the panel has taken a while to make an outcome. It is quite possible that the EMR offer will close before the panel makes a determination or even announce if they are going to conduct proceedings. Even if EMR does extend the offer, they are under no obligation to extend the timeline to withdraw from the offer, and I can't see them doing that unless instructed to do so.
