I think you may be mistaken on that point. The context, and the usual use of “that said” is “we’ve got the money BUT that said, if something better involving more money becomes viable, we’re not closing the door on more attractive positions”
or ”My car is perfectly ok but that said, if someone offers me a better car at a subsidised cost, I’m open to the idea” or ”I’m happy to fly economy, but that said, if someone offers business class at the right terms, I’ll consider it.”
