agree rahrah - too long has the west taken much from these Countries, but also too long has governments taken the largess themselves and not gone to the people. fine to have new rules especially with gold price going up - but they need certainty - and also need rules if the commodity price collapses and these increased burdens reduced or then render projects uneconomic.
