I read this as the plan is partial funding via a customer, part via debt and most likely some via a CR. They can't afford any more dilution at this level so I think the increased recognition will be due to any possible CR being done once DFS is done and there is funding approval in principal for a certain amount via debt and hopefully via a customer. They still have approx $5M in the bank, so a CR is not needed yet.
All shaping up well, just a matter of time imo before all the planets line up for RNU....
