    I think the BAR answered that in part, "Typically, EOS operates in an industry where it can take an extended period of time (including up to, and beyond, twelve months) for new market opportunities to be converted into signed sales contracts". Adding to that, defence procurement can sometimes bring about variations to the contract even after it's signed eg. the customer may add to or reduce the original deliverable specifications, there may be confidentiality clauses associated with the procurement, and in the US (and elsewhere), different levels of security to pass before "invited" to tender.

    Defence companies generally try to manage shareholder expectations by providing sufficient information that things are clicking over on. Global events can change rapidly and having 'good officers' (trust & respect) with customers and sensitivity to their needs is premium.

    Just a few thoughts on it.
