It sounds like a number of Telco's have verbally agreed to go with Dubber's solutions but we are just waiting on the formal contracts to be signed before it becomes legally binding and can than be released to the market.
So it's up to individual investors to decide if they are willing to bet these agreements will become signed legally binding contracts. Or wait until they are official and pay a higher price for that certainty. Everyone has a different risk tolerance and will act accordingly.
