LOL! If that were true their occupancy wouldn't be so low!
I am a small business owner with a few ECEC services of my own and there is absolutely zero chance that you can make a service profitable with occupancy that low without cutting corners on children's health and safety and flat out ignoring regulatory requirements. Sounds like an absolute recipe for disaster in my opinion.
