Yes, this would contribute to the low cash in Q4 too.
From the announcements, it seems that this CR is a bit of a safety net for cash which is expected to get low, but not necessarily below zero. Makes me feel that surely some short term debt would've been a better choice, but as StockRock has mentioned, debt has its own issues.
