They have an outstanding loan which they pay around 12% interest on from memory. (exact amount i cant recall?)
I think a CR at say 1.4c may come,
they could pay that loan out with small SH dilution,
and have a cash position of $3-4 mill or so as a buffer and as an acquisition kitty.
Happy for others thoughts but this is the reason this price is constantly capped IMO
