There may be a guarantee of subs, but one has to assume there may be a scale of fee's. If a customer only takes a basic subscription compared to a full blown subscription why would the fee be the same as there's less to manage. Hence that may be why they can guarantee subs due to minimal cost. Who knows as there is no information on how fee's will be set. Time will tell.
