It seems to me that they are using this term simply to say lower sales volumes owing to the temporary situation which is the liquidation of IF by other brands - hence, increased competition at lower prices = lower sales of BAL. Until regulatory change concluded that is - i.e. a TEMPORARY issue. LT prospects still good IMO.
