Come on...when dealing with government or bureaucrats nothing happens according to the timetable and nothing is done earlier than the timetable. Defer and delay are the bureaucrats best friend. So FY19 included some slippage, but that will be picked up in FY20. No contract cancellations, everything still to occur. Anyone selling is skittish in the extreme. Surely you've got to give PET two years from here in which to start stacking on the runs.
