Revenue is work done and billed for in the period. Cash may or may not be received. ( I think you are referring to cash). In the last 6 months they have billed $1.2m for Phoslock sales and engineering work. A big piece of that is probably International (Kitsap, Hoptacong etc.). PET claim Beijing maintenance work has not been disrupted.
Some questions need answering.
BTW the serious floods in Kunming were on July 3 and the PET business update announcement a few days later mentioned that all Yunnan was proceeding.
