One of the factors that cut-in for 2024 was the FEOC condition for batteries. An EV sold in Nov/Dec2023 could collect a credit with a Chinese made CATL battery. The same make/model EV sold Jan/Feb2024 wouldn't collect the $3,750 credit. Its likely that this motivated some purchases of EV's to buy in 2023 pushing up 2023 sales (and reducing 2024 sales). This could well be a factor in why the EV market in the US was rather soft in early 2024.
