"Grant and renewal of certain related authorisations prohibited
(1) A Minister must not grant or renew an authorisation of the following kind if

(ii) a licence under the Act, Part 4, Division 3 for the recovery of
petroleum from the coastal waters of the State,

construction, wholly or partly within the coastal waters of the
State, of a pipeline to be used in connection with the recovery of
petroleum"

Therefore, the usual sewerage pipelines are fine. The pipelines for "recovery of petroleum" would be prohibited under that bill.

Can you explain 3(1) to me? Could the application not become exempt? Not to mention, PEP-11 can still be approved without the need for recovery of gas. It is an exploration licence after all. If they prove the gas is there within the next 2 years and NSW suddenly realise they are up the creek and they have banned this gas coming to shore, I’m sure they will make adjustments so the state doesn’t self implode from the lack of gas.
