Clough were the prime movers in the Clough-Brierty consortium's bid for the Roe 8 Project, with BYL taking a here-are-our-rates and here-are-our-credentials approach to the bid - an approach that I applaud. BYL was never optimistic about winning Roe 8 work, or rather, management never mentioned it, or even hinted that it was a reasonable prospect.
One of the benefits that both BYL's fat order book and demonstrated ability to land small-to-medium-sized contracts is that BYL is not prepared to incur significant tendering expenses on the off-chance of securing such deals, particularly if it is also expected to trim margins. As an aside, although I do not expect BYL to be used as a subcontractor by the winning consortium, it is possible. BYL and Leighton have cooperated before in a major WA highway deal that I cannot recall to memory.
