As the new consultant team are developing a BIM for the project, which is smart and understandable, a few months will be added to the program as they will take over the design from the previous EPC Contractor. Changing design team is a difficult and complex activity (even in a fairly uncomplicated project) and the new design team will need time to get the BIM model set up and completed (I have just done this on a major project, although the BIM model was handed over). Interesting the change from an EPC contract to a construct only contract - really hope the project manager is high quality - this is key in a construct only contract, and if they are high quality we can expect the project to move forward smoothly, allowing for some extra time for the new design team. Based on the design team changeover I would not consider that first production in H1 2024 is realistic, but happy to be proved wrong.
