OCP, Fortescue, and Shanghai Jayson are the ones we know for sure didn't participate. There may (or may not) have been a few other names (as lenders, not equity partners) that walked away that were not disclosed.
When >= 3 participants did not participate, though not necessarily all due to bad reason, I wouldn't have the bold assumptions that all reasons were positive.
