This sentence links the future development of the PRIMEIRO PLUS+ product to the niche export markets (possibly including the 'niche Atlantic markets' which Minbos needs to confirm to confirm IDC funding). I agree it opaque and could be read in different ways (depending on one's bias), but keep in mind - Minbos rarely delivers news of further delays in Plain English language.
