Lynas has been thought of as a possible bidder for MEI for sometime now. It could even be possible that they have had some informal discussions with MEI already.
The issue for LYC would be that they would not likely come up with the right $ for a reasonable bid. There are players in the same space in the US with much deeper pockets that could potentially cough up a $b or 2 to get a t/o over the line.
