Who is saying that? Show me a SS/DFS of a rare earth player that can make money at these prices or has better economics than MEI in general. Take a look at ARU.
They have a higher NPV sure but capex is 2.4bn and IRR is only 19% and their assumed NdPr Price LOM is $130/kg whereas MEI is using adamas $110/kg.
