I too am trying to remain controlled about today's announcement but remain positive on the stock.

One thing that I am a little wary of is that the report (as far as I understand - I haven't fully read it yet) is actually the findings of the consortium - not an independent assessor or engineer.

I guess an attempt to quantify the cost is an important cog in the consortium's negotiations with potential purchasers of the technology and may be a useful tool when talking to governments. However, as the saying goes, never ask your barber if you need a haircut.
