To that point, the consortium is made up of mostly potential purchasers so there would be no incentive to massage the cost figures. The effectiveness of the solution on the otherhand (if it is the lowest cost option) would generate an incentive, but I don't think the big cement players would risk the reputational damage, it would be like the VW scandal if they got it ticked off when it didn't actually capture as much carbon as reported...
