My definition is 'whatever management decides is best value'.
Isn't that what they're paid for, to work out how to make me (and themselves) the most money?
I'm not sure why you think they wouldn't share your sentiment towards keeping the undeveloped projects until their value is fully realised through drilling, no one sane would give away a piece of 10 projects which all have astronomical upside potential.
