Scoping would be the first step. although PFS is at a 35% accuracy, it still requires some decent input from engineers whoch takes time and traditionally utilises an Ore Reserve. PFS' also take 6-18 months.
Scoping is a desktop analysis based on mineral resources so would be the likely first/quickest option.
