i would suggest the answer is so things can be sensibly and positively moved forward. A serious and positive attempt is being made to draw a line under past events and move forward. Can only suggest as investors our collective bank accounts stand to benefit from tomorrows actions as compared with those of the past.

Yes, this makes very good sense but they must also believe they now have enough data from enough dogs to do that.
