May i respectfully suggest you are both basically correct but perhaps not posing the most pertinent question that being in relation to timing of events and why is it only now the dog has so as to speak been put to bed.
i would suggest the answer is so things can be sensibly and positively moved forward. A serious and positive attempt is being made to draw a line under past events and move forward. Can only suggest as investors our collective bank accounts stand to benefit from tomorrows actions as compared with those of the past.
