It's called carrot dangling. Giving hope without committing to anything real. Id2t got it - by saying partners it implies they are still early stage kicking the wheels, no one has yet committed.
So I'd say it's not close to MOU stage. It's hey we are doing this trial, we'll let you know what we find.
Remember their statement that potential partners dont see the value proposition. That's why the statement hasn't changed. We have some convincing to do.
