I think this is a reasonable outcome. They were negotiating with the vendor who tried to get more money out of them, so CGA declined and proposed to wait for the borders to reopen, and then the vendor tried to take them for ~$6m. We get a new contract with apparently better terms.

I would fault CGB for not doing due diligence at the beginning. At least for the second try, they have included all levels to make sure everything is covered.

Plus, we get a contract for $750,000.

My issue is with the wording of the suspensions being in relation to "research initiative". It's briefly mentioned, however this announcement is primarily to ward off the rumour mill if it should hit public news. All IMO.
