With 40 staff you could probably get away with an average of 150k per annum each that's 6mill leaving another 4 mills for upkeep, loan repayments, and other things I can't think of off the top of my head.

150 staff for a facility that can produce 70T of weed. Do the maths and you’ll realise the value of technology and productivity. Keep in mind this ain’t just cultivation staff, this 150 staff to pump out 70T worth of FINISHED PRODUCT.
