A bill was introduced to three states (VIC, WA, NSW) about a month ago to allow people to grow up to six plants at home and gift small quantities to others. In its current state it would be a negative for the industry as there is nothing in there to allow retail sales. So you would have to imagine that some existing users of medicinal cannabis would grow their own to reduce household cost.

We are all investors in the industry so it's not in our interests for these bills to be passed in their current state. Instead we need one that also includes retail sales. My guess is that these are dead in the water because as you've said the states need tax revenue and without retail sales there is no tax and therefore nothing to pay for any increased enforcement that may need to be put in place to govern rules around it. It may actually decrease tax revenue if sales from medicinal cannabis decrease as a result.
